Glossary of terms:
Agreement: Measure concluded with a non-EU state as an addition to the EU Treaty.
Amended: The measure has been subsequently amended.
Directive: A decision by the Council of Ministers which must be incorporated into national legislation by all member states within an agreed time limit (usually two or three years).
Recommendation: A non-mandatory decision reached by the Council of Ministers. It establishes desired standards, or end results, without requiring member states to incorporate the measure into national legislation.
Resolution: Agreement by the members of an EU institution about a policy issue. It need not have direct implications for EU law.
